The ethreal way that you've depicted the rain, along with the fact that it looks so different from the character, makes it look quite magical. When I first looked at this picture, I thought that the character had kicked up a spell, which was now billowing over her head!

I'm glad that there are so few features in this picture. There is just a person walking along in an environment where there are hardly any recognisable features, and where there's just empty white space except for the watery patches of colour... and that gives the picture a feeling of mystery, and of calm simplicity.
